The financial adviser to the Prime Minister, Muthar Muhammad Saleh, confirmed that the Iraqi economy relies almost entirely on oil export revenues, pointing out that the movement of oil revenues directly reflects the situation of Iraq's balance of payments, whether in cases of surplus or deficit.

Saleh stated in a press interview that "any shocks or crises the global economy faces from abroad directly impact the Iraqi economy, due to the high level of reliance on oil as a primary source of public revenues."

He added that "one of the main exits to avoid the repercussions of global economic crises is to diversify the economy and sources of financial revenues," emphasizing "the need to gradually transition toward a more diversified economy with less reliance on oil."

Saleh indicated that "Iraq should work over the next ten years to raise the percentage of non-oil revenues to about 45 percent of the total budget revenues, which would enhance financial stability and reduce the economy's sensitivity to fluctuations in oil prices."

He stressed that "supporting the general budget requires diversifying funding sources and revenues, along with strengthening productive sectors, primarily agriculture and industry, which contributes to building a more sustainable economy capable of facing crises."
