The U.S. Department of the Treasury issued an exceptional license on Tuesday, allowing Iraqi Airlines, its service providers, and American individuals working on its behalf to conduct transactions necessary for limited flights between Iraq and Iran.
The Treasury Department stated in a statement reviewed by "Video News Agency" that the license is limited to flights departing from Najaf International Airport to Iran and returning, with passenger transport restricted to Iranian citizens for religious visit purposes.
It added that the license prohibits the bulk transport of cash or shipments intended for Iranian intelligence, the military, or law enforcement agencies, as well as prevents individuals subject to U.S. sanctions, including affiliates of the Iranian government or armed groups allied with it, from using the authorized flights.
It continued that the transported goods are limited to the personal luggage of passengers and items necessary for flight safety, while the export or re-export of goods, technology, or software to Iran is prohibited, except as allowed by the specific provisions in the license.
It clarified that it reserves the right to amend or revoke the license at any time, including if Iraq fails to meet its commitment to restrict Iranian flights from entering or transiting its airspace, except for authorized flights.
It noted that Iraqi Airlines is required to maintain records of the transactions covered by it for 10 years and provide a report to the U.S. Department of the Treasury within 10 business days after the license's expiration, including the total number of passengers transported, their names and passport numbers, in addition to the funds the company spent in Iran on fuel, maintenance, and airport-related services.
It mentioned that the license expires on October 28, 2026, or upon completion of the allowed transactions, whichever comes first, and it is non-transferable to any other party.
